DOCUMENT 001113 – ADVERTISEMENT FOR BIDS
1.1 PROJECT INFORMATION
A. Notice to Bidders: Qualified bidders may submit bids for project as described in this Document.
Submit bids according to the Instructions to Bidders.
1. Regulatory Requirements: The lowest bidder that is qualified and can meet the
requirements for prevailing wages will be subject to a permissive referendum review by
Owner for approval.
B. Project Identification: Fishers Fire District No. 2 Parapet Wall Repair
1. Project Location: 380 High Street, Victor, NY 14564
C. Owner: Fishers Fire District.
1. Owner’s Representative: Tony Carfagno, Commissioner
D. Architect: MRB Group
1. Project Manager: Justin Hildreth, AIA
E. Project Description: Project consists of the repairs and renovation of an existing 300 square foot
roof patio. The scope of work includes removal and installation of structural steel and concrete
decking, new roofing and paver systems, windows, doors, and metal railings. Minor
mechanical, electrical, and plumbing revisions are included to accommodate the
renovation/repair work.
F. Construction Contract: Bids will be received for the following Work:
1. General Contract (all trades) utilizing AIA contract
1.2 BID SUBMITTAL AND OPENING
A. Owner will receive sealed lump sum bids until the bid time and date at the location given below.
Owner will consider bids prepared in compliance with the Instructions to Bidders issued by
Owner, and delivered as follows:
1. Bid Date: April 25, 2023.
2. Bid Time: 4:00 p.m., local time.
3. Location: Fishers Fire District, Station No. 2, 380 High Street, Victor, NY 14564.
B. Electronic bid submissions will not be accepted.
C. All Bids must be sealed and addressed to the Fishers Fire District and marked “Fishers Fire
District No. 2 Parapet Wall Repair Project.”
D. All Bids submitted must include a Non-Collusive Bidding Certificate. Section 103 of the
General Municipal Law of the State of New York.
E. All Bids submitted must include detailed specifications of all equipment and materials used by
the manufacturer along with a price list for all of the equipment.
F. The proposal shall be endorsed on the outside with the name of the Bidder, the business address
and telephone number to which communications may be sent and be designated that a Bid is
enclosed. Bidders shall not include in their Bid proposal sales and compensating use taxes of
the State of New York and of counties, or cities, on all materials. equipment and supplies
incorporated in this project.
G. The Fishers Fire District has been and will continue to be an equal employment organization.
All qualified Minority and Women-Owned Business Enterprises (MWBE) suppliers. contractors
and/ or businesses will be afforded equal opportunity without discrimination because of race,
color, religion, national origin, sex, age, disability, sexual preference, or Vietnam Era Veterans

H. Bids will be thereafter publicly opened and read aloud.
I. While the purpose of the specifications is to indicate certain minimum requirements, it is not
intended to relieve the Bidder of all responsibility in making a selection which is most suitable
for the District’s service.
J. Although proposals may be received based on the minimum requirements indicated, it is not
intended that this alone shall limit the award, but other factors may be considered, including but
not limited to the prior experience of the District.
K. Awarding Criteria
1. In ranking an award the District will evaluate the Bids received considering such factors
as listed below. as well as other factors which are considered pertinent:
a. Compliance with Bid Document terms and conditions
b. Compliance with Specifications
c. Anticipated reliability of installation
d. Warranties
e. Delivery
f. Price
The District reserves the right to award, or to reject any and all bids. at its sole discretion.
L. All proposals will be evaluated to determine if they meet the requirements of the Bid Proposals.
The District may, as it deems necessary, conduct discussions with the contractor(s) it deems
reasonably suspected of being selected for award, for the purpose of clarification and
responsiveness to requirements. The District may assign varying weight to criteria, and
reserves its right to make an award based upon “ best value” criteria.
M. Information gathered by the District from the BID, during any interviews, and any other
information and factors deemed relevant by the District may be considered in a final award.
Some additional information and criteria the District may consider includes, but is not limited to
the bidder’ s commitment to Fishers Fire District, reputation of the contractor, commitment to
quality of services, responsiveness.
N. The District reserves the right to accept or reject any and all BID’ s, and to select proposals for
award other than those with the lowest price(s) in consideration of best value and best interests
of the District.
O. The Award may be made to the most responsible bidder whose proposal is determined to be in
the best interest of District, and deemed to best serve the District’ s needs and requirements,
based on the evaluation of all information provided.
P. The award shall be made by best value, and must be in the best interest of the District. The
District reserves the right to reject any and all bids and to waive any informality in bids received
whenever such rejection for waiver is in the interest of the District. Price will not necessarily be
the determining factor in the award of the contract. The Treasurer will make her
recommendation to the full Board of Fire Commissioners for their approval. Contract award
will be made by resolution of the Board of Fire Commissioners.
Q. Contractors will be notified in writing of the successful award after formal acceptance by
the Fishers Fire District Board of Fire Commissioners.
1.3 BID SECURITY
A. Bid security, AIA Document A310 shall be submitted with each bid in the amount of 5 percent
of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids.
Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
Each Proposal must be accompanied by the required amount of the bid security in the form of a
bank draft or certified check, payable at sight to the Owner and drawn on a bank authorized to
do business in the United States
1.4 PREBID MEETING
A. Prebid Meeting: A Prebid meeting for all bidders will be held at Fishers Fire District,
Station No. 2 at 380 High Street in Victor, NY 14564 on April 10th at 10:00 a.m., local time.
Prospective prime bidders are requested to attend. No virtual attendance will be provided.
1. Bidders’ Questions: Architect will provide responses at Prebid conference to bidders’
questions received up to two business days prior to conference.
B. Each Bidder shall visit the site of the proposed work and fully acquaint himself with the existing
conditions there relating to the work to be performed, and shall inform himself as to the
facilities involved, the difficulties and restrictions attending the performance of the Contract.
The Bidder shall thoroughly examine and familiarize himself with the Specifications, and all
other Contract Documents. Each Bidder is required to complete the attached SITE
INVESTIGATION CERTIFICATION, DOCUMENT. Site visits can be scheduled by calling
585-662-3948, Monday through Friday, and arranging them with Commissioner Tony
Carfagno.
1.5 INQUIRIES

1.6 DOCUMENTS
A. Printed Procurement and Contracting Documents: Obtain after March 22, 2023, by contacting
Rotolite-Elliott, 1 Grove Street #123, Pittsford, NY 14534. Documents will be provided to
prime bidders only; only complete sets of documents will be issued.
1. Deposit: $100.00.

2. Shipping: A non-reimbursable charge of $40.00 per set shall be made for plans and
specifications mailed to prospective bidders.

1. The cost to Download files is $59.00 and payable through the plan room with credit only.
1.7 TIME OF COMPLETION
A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete
the Work within the Contract Time.
1.8 BIDDER’S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able
to obtain insurance and bonds required for the Work. A Performance Bond (AIA Document
A312), separate Labor and Material Payment Bond (AIA Document A312), and Insurance in a
form acceptable to Owner will be required of the successful Bidder. The bond shall equal 100%
of the construction contract amount.
B. Qualification Data: Prepare written information that demonstrates capabilities and experience of
firm or person. Include lists of completed projects with project names and addresses, contact
information of architects and owners, and other information specified.
