Project Description
The EAST IRONDEQUOIT CENTRAL SCHOOL DISTRICT (EICSD) invites separate sealed bids for the following contracts:
1. Contract #101 - General Trades Contract
2. Contract #102 – Mechanical Contract
3. Contract #103 – Electrical Contract
4. Contract #104 – Plumbing Contract
5. Contract #105 – Site Contract
For the “2024 Capital Improvements Project – Phase 1” located in Rochester, New York 14609. This project includes: The Eastridge Senior High School, Helendale Primary School, Laurelton Pardee Intermediate School, East Irondequoit Middle School, and Durand Eastman Intermediate School. The
project consists of mechanical unit replacements and installations, renovation of a gymnasium at Laurelton Pardee Intermediate School, replacement of artificial turf field and track Cleaning at Eastridge High School, mechanical unit replacements and installations at Durand Eastman Intermediate School and Helendale Primary School, mechanical unit replacements and installations as well as construction of two grass soccer fields and a parking lot at East Irondequoit Middle School.

Bid Time and Location
Sealed bids for the following items will be received by the East Irondequoit Central School District Business Office 600 Pardee Road, Rochester, NY 14609 up to 9:00 a.m. on January 27th, 2026, and will be opened and read at 9:30 a.m. at the Laurelton Pardee LGI Room (location highlighted in yellow in the attached floor plan)
Bid Documents
Bidding Documents will be available as of Monday, December 8, 2025. Copies of the Bidding Documents may be obtained at:
Rotolite-Elliott, 1 Grove Street, Pittsford, New York 14534, Phone: 585-385-1463, upon deposit of One Hundred Dollars ($100.00) per set. Checks shall be made payable to the EAST IRONDEQUOIT CENTRAL SCHOOL DISTRICT but sent to Rotolite Elliott at the address above.
Contact Jamie Halbrook in advance for pick-up, or submit inquiries for expedited delivery through the REC plan room. Bidders wishing sets of Plans and Specifications to be mailed to them shall include, in addition to the document deposit, a non-refundable check in the amount of Fifty Dollars ($50.00) per set for handling and postage, sent and made payable to Rotolite Elliott, 1 Grove Street, Pittsford, New York 14534.
Bidding Documents may be viewed free of charge and bid packages may be purchased/downloaded from the designated website by prospective bidders. Prospective Bidders must purchase a bid set from recplanroom.com to be considered a responsible bidder, even if Bidding Documents were
viewed or obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website and registered bidders will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

*Note: All RFI’s must be received by Tuesday, January 20, 2026 at 2:00 pm. Responses will be distributed to all registered plan holders in the form of an addendum.
Pre-Bid Walk-Through
Campus CMG, Construction Manager, will conduct four (4) Pre-Bid Walk-Throughs for this Project, and attendance is strongly encouraged for all prospective Bidders. All walk-throughs will begin promptly at 3:00 PM. Bidders are responsible for providing their own transportation between facilities. Information provided during the walk-throughs is for convenience only; Bidders remain responsible for reviewing all existing conditions independently.
The Pre-Bid Walk-Throughs will be held on the following dates and at the following starting locations:
1. Monday, December 15 – Begin at Eastridge Senior High School, 2350 East Ridge Road, Rochester, NY 14622, then proceed to East Irondequoit Middle School and Laurelton-Pardee Intermediate School.
2. Tuesday, December 16 – Begin at Helendale Road Primary School, 220 Helendale Road, Rochester, NY 14609 then proceed to Durand Eastman Intermediate School.
3. Friday, December 19th – Begin at Eastridge Senior High School, 2350 East Ridge Road, Rochester, NY 14622, then proceed to East Irondequoit Middle School and Laurelton-Pardee Intermediate School.
4. Monday, December 22 – Begin at Helendale Road Primary School, 220 Helendale Road, Rochester, NY 14609 then proceed to Durand Eastman Intermediate School.
Supplemental Bid Information
The attention of the Bidder is particularly called to the Owner's sales tax exemption, the requirements as to conditions of employment to be observed and the minimum wage rates to be paid under the contract. In addition, the Bidding Documents for this project contain detailed requirements for the qualification of Bidders. These include, among other things, rigid bonding and insurance requirements, financial statements, bank references, lists of lawsuits, arbitrations, or other proceedings in which the Bidder has been named as a party, a statement of surety's intent to issue Performance and Payment Bonds, and a description of other projects of similar size and scope completed by the Bidder.
Bids shall be prepared as set forth in “INSTRUCTIONS TO BIDDERS”, enclosed in a sealed envelope bearing on its face the name and address of the Bidder and the title of the Work to which the bid enclosed relates. If submitting more than one contract, submit each contract bid in a separate envelope.
Each Bidder shall deposit with its bid, security in an amount not less than five percent (5%) of the base bid in the form and subject to the conditions provided in the “INSTRUCTIONS TO BIDDERS.” No Bidder may withdraw their bid within forty-five (45) days after the actual bid opening.
The Owner reserves the right to waive any and all informalities in or to reject any or all bids. The Owner further reserves its right to disqualify Bidders for any material failure to comply with the “INSTRUCTIONS TO BIDDER”.
The Construction Manager will hold descoping meetings for the apparent low- bidders for all contracts on the morning of January 28th at the following times. The Descoping meetings will be held at the Campus Construction Field Office at East Irondequoit Transportation Building located at 125 Kane Drive Rochester, NY 14622. A Microsoft Teams meeting link will be issued to all respective apparent low Bidders for their required post-bid descoping meetings. Bidders are responsible for attending the scheduled descoping meeting and ensuring appropriate personnel are present to review scope, qualifications, allowances, and clarifications with the Construction Manager.
