The Elkland Borough Authority is soliciting bids for the Consent Order Improvements at its wastewater treatment facilities.
Sealed Bids will be received, publicly opened and read at the following place and time:

The project generally consists of improvements to the influent pump station; improving the aeration system by adding DO probes, MLSS probes, ORP probes and sampling catwalks; replacing the blowers and rehabilitating the aeration distribution system; adding additional process monitoring equipment; new headworks equipment; and installing various health and safety program upgrades at the Borough of Elkland, Pennsylvania wastewater treatment facilities located at 115 Ellison Road.
The foregoing is a general outline of work only and shall not be construed as a complete description of the work to be performed under this contract.
Plans and specifications are available for inspection at the following location(s) and may be obtained upon payment of Non-refundable ($75) dollars, payable to the Elkland Borough Authority, for each set of documents requested.

If you would like Plans and Specifications mailed to you, please enclose an additional, nonrefundable, check for twenty-five ($35) per set made payable to Rotolite Elliott. This option is only available through Rotolite Elliott.
Bidding Documents also may be examined online with an online payment by visiting www.recplanroom.com (click All Public Projects under the Menu Tab on the left-hand side of the plan room homepage). Once you are in the public plan room, please select the link for the Consent Order Improvements.
The successful bidder(s) must self-perform a minimum of 50% of the contracted work.
Bids must be made in writing on the forms furnished and shall be accompanied by a bid guarantee for an amount not less than ten percent (10%) of the amount bid in accordance with the INSTRUCTIONS TO BIDDERS.
The Elkland Borough Authority is exempt under Pennsylvania Tax law, and therefore, no sales tax on the cost of materials incorporated into the project shall be included in the bid.
The successful Bidder will be required to furnish and pay for satisfactory Performance and Labor and Material payment bonds in accordance with the INSTRUCTIONS TO BIDDERS.
The Elkland Borough Authority reserves the right to consider bids for up to sixty (60) days after receipt, before awarding any contract. The Authority further reserves the right to reject any or all bids, and to accept any Proposal or individual item or items, which it may deem to be the most favorable to its best interests.
