Solicitation of Bids for

Webster Highway Salt Barn and Wash Station - Located in Webster, New York

NOTICE IS HEREBY GIVEN, that pursuant to the requirements of Section 103 of the General Municipal Law, sealed bids will be received by the Town Clerk, located at 1000 Ridge Road, Webster, New York 14580, until Wednesday, December 10, 2025, at 11:00 AM, prevailing time, and will be opened at 11:05 AM at the Webster Boardroom in the Courthouse Building located at 1002 Ridge Road, Webster, New York, 14580.

Separate sealed Bids will be received for the following prime contracts:

Contract No. 1 – GC: General Contract

Contract No. 2 – PC: Plumbing Contract

Contract No. 3 – EC: Electrical Contract

Contract No. 4 – SC: Site Contract

The enclosure containing the proposal shall be endorsed on the outside with the name of the Contractor, the business address to which communications may be sent, and the services (project name and prime contract number) to be provided pursuant to this notice.

Construction Documents will be available on Wednesday, November 12, 2025. A hardcopy will be available for preview at the Webster Town Hall Clerks’ Office. A digital download and hardcopies are available from Rotolite Elliott, at cost.

A non-mandatory Pre-Bid Meeting for this project will be held at 1005 Picture Parkway, Webster, NY on November 24, 2025 at 11:00 AM EST.

Each proposal must be accompanied by the deposit of a certified check, payable to the order of the Town of Webster, for a sum equal to five per centum (5%) of the total amount of the bid, or a bid bond with sufficient sureties in a penal sum equal to five per centum (5%) of such total bid amount, conditioned that if the proposal is accepted, the successful bidder will enter into a contract for the work, and that they will execute within fifteen (15) days from the date of the acceptance of the proposal, suitable security bonds, each in the amount of the contract, conditioned for the faithful and prompt Performance and Payment of the work specified in the Contract. No bidder may withdraw their bid within sixty (60) calendar days after the actual date of the opening thereof. Each bidder’s attention is called to the General Municipal Law, which requires a bidder’s signed Certificate of Non-Collusion, copies of such certificates are part of the proposal form and unless complied with, the bid will not be accepted.

Upon acceptance of their bid, if the successful bidder fails to enter into a contract pursuant to the requirements of the Town Board, or fails to give further security prescribed in this notice, with the time limited therein, then the check deposited as aforesaid and the monies standing to the credit of same, shall be forfeited to the Town as liquidated damages, or the payment of the bond enforced for the benefit of the Town. The Town of Webster reserves the right to waive informalities in or to reject any and, all bids, or to make an award to other than the low bidder. It further reserves the right to limit the amount of the award.

The Town of Webster reserves the right to reject any and all proposals and re-advertise at its discretion.
