PART 1 - GENERAL

1.1 PROJECT INFORMATION

A. Notice to Bidders: Qualified Bidders to submit bids for Project as described in this

Document and in accordance with the Instructions to Bidders.

1. Regulatory Requirements: State of New York General Municipal Law Article 5-A

Section 103 shall govern submittal, opening, and award of bids.

B. Project Identification: Wayne County – DPW Rest/Breakroom Addition Renovations.

E. Project Description: The proposed work will include both renovation of +/- 447 sf

existing interior space and a +/- 544 sf building addition to accommodate updated

amenities, improved circulation, and additional locker and storage capacity. The work

includes hazardous materials abatement, civil, architectural, structural, mechanical,

electrical, and plumbing.

1. Project is subject to New York State prevailing wage.

F. Construction Contract: Bids will be received for the following Work:

1. Muli-contract Project consisting of the following prime contracts:

a. General Building Construction

b. Electrical Construction

c. Mechanical (HVAC) Construction

d. Plumbing Construction

1.2 BIDDER’S REQUEST FOR INFORMATION

A. RFIS shall be sent electronically to: geure@cscos.com.

1. The email subject shall read B92004010 Wayne County: Pre-Bid RFI

B. Addenda: Anticipated no later than 22 November 2025, if needed.

1. Addenda will be issued to registered plan holders.

1.3 BID SUBMITTAL AND OPENING

A. Bid Submittal, Printed: Owner will receive sealed Lump Sum bids until the Bid time and

date at the location indicated below. Owner will consider bids prepared in compliance

with the Instructions to Bidders and delivered as follows:

1. Bid Date: 11 December 2025

2. Bid Time: 2:00 p.m., local time.

3. Location: Wayne County Department of Public Works

Note: Bidders assume all responsibility of on-time delivery to the Wayne County

Department of Public Works. No late bids will be accepted for any reason.

B. All bids must be submitted in sealed envelopes bearing on the outside, name of the

bidder, his/her address and the name of the project for which the bid is submitted. If

forwarded by mail, the sealed envelope containing the proposal and marked as above,

must be in another envelope addressed to Wayne County Department of Public Works.

1.4 BID SECURITY

A. Bid security shall be submitted with each bid in the amount of five (5%) percent of the

bid amount. No bids may be withdrawn for a period of forty-five (45) days after opening

of bids. Owner reserves the right to reject any and all bids and to waive informalities and

irregularities. Bid security must be in the form of a bid bond or certified/ bank check,

made payable to Wayne County Department of Public Works.

1.5 PREBID MEETING

A. Prebid Meeting: See Document 002513 "Prebid Meetings."

B. Prebid Meeting, In Person: A prebid meeting for all Bidders will be held at Wayne

County Department of Public Works on 14 November 2025 at 9:00 a.m., local time.

Prospective prime Bidders are required to attend.

C. Site Walkthrough Meeting: A site walkthrough meeting for all Bidders will be held at

Project location on 14 November 2025 immediately following the Prebid Meeting.

Prospective prime Bidders are requested to attend.

1.6 BIDDING DOCUMENTS

A. Bidding Documents, Printed: Obtain after 3 November 2025 by contacting REC

Planroom. Only complete sets of documents will be issued.

1. Deposit: $100.00 made payable to Rotolite Elliot.

2. Shipping: Additional shipping charges will apply.

B. Bidding Documents, Electronic: Obtain access after 3 November 2025 by REC

Planroom. Online access will be provided to all registered Bidders and sub-bidders and

suppliers.

1.7 TIME OF COMPLETION

A. By submitting a Bid, Bidder represents that Bidder will begin the Work on receipt of the

Notice to Proceed and will complete the Work within the Contract Time indicated in the

Bidding Documents.

1.8 LIQUIDATED DAMAGES

A. Work is subject to liquidated damages.

1.9 BIDDER'S QUALIFICATIONS

A. Licenses: Bidders must be properly licensed under the laws governing their respective

trades.

B. Insurance and Bonds: A Performance Bond, separate Labor and Material Payment Bond,

and insurance in a form acceptable to Owner will be required of the successful Bidder.

C. Contractor's Qualification Statement: A completed AIA Document A305, "Contractor's

Qualification Statement," with all exhibits will be requested from one or more Bidders

following receipt of Bids.

1.10 NOTIFICATION

A. This Advertisement for Bids document is issued by C&S Engineers on behalf of the

Wayne County Department of Public Works.
