SECTION 001113 - INVITATION TO BIDDERS
BID OPENING
Sealed Proposals for the following project:
WEBSTER CENTRAL SCHOOL DISTRICT
2023 CAPITAL IMPROVEMENT PROJECT
Must arrive by mail or be hand delivered to the Webster Central School District Buildings and Grounds
Building located at 110 Sanford Street, Webster, NY 14580 by 2:00 pm on November 3rd, 2025. Bids can
also be dropped off at the bid opening location directly prior to bid. The bid opening will take place at 2:00
pm on November 3rd, 2025 at 110 Sanford Street, Webster NY 14580 at the Building and Grounds
Storage Building where they will be publicly read aloud.
Bids must be made in writing on the forms furnished.

This bid includes six (6) Lump Sum Prime Contract:

PROJECT DESCRIPTION
Renovations will be undertaken at Spry Middle School, Thomas High School, Willink Middle School,
Schroeder High School, and Plank Road North Elementary. The scope of work includes entrance
upgrades, construction of ADA-compliant ramps, and replacement of sidewalks, roofs, and select
structural components. Systems improvements consist of fire alarm, public address, and sound system
upgrades, along with data closet enhancements. Interior work includes restroom and classroom
renovations, ceiling and lighting replacement, interior door replacement, and the replacement of air
handling units, condensing units, panelboards, and related mechanical equipment. Exterior site work
encompasses track replacement, installation of new synthetic turf and scoreboard, new exterior digital
signage, and the addition of an emergency generator.
CONTRACT TIME
The date of commencement of the Work shall be within five (5) calendar days of the date of Notice to
Proceed.
The Contractor shall achieve Substantial Completion of the entire Work not later December 31st, 2028.

BID DOCUMENTS
Drawings and Specifications will be available for pick up October 6th at Rotolite-Elliott, One Grove
Street, Suite 123, Pittsford, New York 14534 upon receipt of a bid deposit of One Hundred Dollars
District.
Bid documents, if requested, will be mailed to Bidders upon receipt of deposit and reimbursement for the
cost of mailing. Mailing fee for one set is $35.00 for UPS delivery. Check shall be payable to Webster
Central School District.

Plan Holders List will ONLY be available at the Dodge Reports, Rotolite Elliott and Builders Exchange of
Rochester. Subcontractors interested in obtaining Plan Holders List shall contact the Rotolite Elliott
directly.
PRE-BID MEETING
Pre-bid meetings and site walk-throughs will be held on October 16, 2025, at 3:45 PM for Spry Middle
School and Plank Road North Elementary, with attendees meeting at the Spry Middle School Main Office,
and on October 22, 2025, at 3:45 PM for Thomas High School, Schroeder High School, and Willink
Middle School, with attendees meeting at the Thomas High School Main Office. All Bidders are urged to
attend the Pre-Bid Meetings and Walkthroughs. In case the Bidder is unable to attend the on-site pre-bid
walk through, a separately scheduled walk through can be arranged with the Construction Manager and the
School. Bidders are warned that if they arrive onsite without a prescheduled appointment on any day other
than the Pre-bid Meeting date and time, they will not be admitted to any of the District buildings and will
be asked to leave the District property until such time that an appointment has been made. All Bidders are
urged to attend the Pre-Bid Meetings and Walkthroughs.
REJECTION AND ACCEPTANCE OF BIDS
The OWNER hereby reserves the right to waive any informality and reject any or all bids or to accept the
one that, in its judgment, will be in the best interest of the OWNER.
BID SECURITY
A Bid Security in the amount of five percent (5%) of the Bid must accompany the bid in accordance with
the Instructions to Bidders.
NONCOLLUSIVE BIDDING CERTIFICATE
A non-collusive bidding certificate shall be included on each bid.
PREVAILING WAGE RATES
This is a prevailing wage rate job.
RETURN OF CONTRACT DOCUMENTS
Any Bidder, upon returning the Bidding Documents in good condition within thirty (30) days after date set
for Bid opening will be refunded his deposit.
