THE WHEATLAND-CHILI CENTRAL SCHOOL DISTRICT invites bids for, GENERAL

CONSTRUCTION, ROOFING CONSTRUCTION, MECHANICAL CONSTRUCTION,

PLUMBING CONSTRUCTION, AND ELECTRICAL CONSTRUCTION for the 2024 CAPITAL

IMPROVEMENT PROJECT located in Scottsville, New York. Sealed bids should be addressed to

Wheatland-Chili Central School District, Attn: Donna Longhini at 13 Beckwith Avenue, Scottsville, NY

14546 and received by 2:00pm, local time on OCTOBER 2nd, 2025, at which time they will publicly

opened and read aloud at Wheatland-Chili CSD, 13 Beckwith Ave., Scottsville, NY 14546, 3rd Floor

Board Room.

1.01 PROJECT INFORMATION

A. Notice to Bidders: Qualified bidders may submit bids for project as described in this

Document. Submit bids according to the Instructions to Bidders.

B. Project Identification: R24.15483.00 – 2024 Capital Improvement Project

F. Project Description: Project consists of renovations to the Junior High School and

Elementary School as well as associated site work.

1. Project cost range is anticipated to be under $4,750,000.00

G. Construction Contract: Bids will be received for the following Work:

1. Multiple Contract Project consisting of the following prime contracts:

a. General Construction.

b. Roofing Construction.

c. Mechanical Construction.

d. Plumbing Construction.

e. Electrical Construction.

1.02 BID SUBMITTAL AND OPENING

A. Owner will receive sealed lump sum bids until the bid time and date at the location given

below. Owner will consider bids prepared in compliance with the Instructions to Bidders

issued by Owner, and delivered as follows:

1. Bid Date: 10/2/2025

1. Bid Time: 2:00pm local time.

2. Location: Central Office on the 3rd Floor at TJ Connor Elementary School, 13

Beckwith Ave., Scottsville, New York – 14546 3. Bids shall be addressed to the attention of Donna Longhini

B. Bids will be thereafter publicly opened in the TJ Connor Elementary Board Room.

1.03 BID SECURITY

A. Bid security shall be submitted with each bid in the amount of [5%] five percent of the bid

amount. No bids may be withdrawn for a period of [45] forty-five days after opening of bids.

Owner reserves the right to reject any and all bids and to waive informalities and

irregularities.

1.04 PREBID MEETING

A. Prebid Meeting: A Prebid meeting for all bidders will be held in the Cafeteria at the Junior

Senior High School, 940 North Rd., Scottsville, New York 14546 on September 17, 2024 at

2:00 p.m. local time. Prospective prime bidders are requested to attend. It is recommended

that bidders be familiar with the contract documents prior to attending the scheduled pre-bid

meeting.

1.05 DOCUMENTS

A. Printed copies of Bidding Documents will be available as of Monday, 5:00pm September 8th,

2024. Copies of the Bidding Documents may be obtained at: Rotolite Elliott, One Grove

Street – P.O. Box 97, Pittsford, New York, 14534, phone (585)-385-1463, upon deposit of

One Hundred Dollars ($100.00) per complete set. Bid deposit checks shall be made payable

to the Wheatland Chili Central School District and mailed to Rotolite Elliott at the address

provided above. (Credit card payments will not be accepted.)

All bid document requests can be completed through the www.recplanroom.com in advance

for pickup and or shipping from Rotolite Elliott. (Visit the

www.recplanroom.com and click on, All Public Jobs, under the Menu Tab on the left hand

In Lieu of paper bid sets, bidders can view and download electronic plans and specifications

online upon a $59.00 non-refundable payment by visiting www.recplanroom.com. Just click

All Public Jobs under the Menu Tab on the left hand side of the plan room homepage. Once

in the public plan room, please select the link for Wheatland Chili CSD 2022 Capital

Improvement Project. (Upon download, said entity will be added as a legitimate plan holder

on the job and will receive electronic files of any bid addendums issued throughout the

bidding process.

1.06 TIME OF COMPLETION

A. Successful bidder shall begin the Work upon receipt of the Notice to Proceed and shall

complete the Work within the Contract Time.

1.07 NOTIFICATION

A. Attention of the Bidder is particularly called to the Owner's sales tax exemption, the

requirements as to conditions of employment to be observed and the minimum wage rates to be paid under the contract. In addition, the Bidding Documents for this project contain

detailed requirements for the qualification of Bidders. These include, among other things,

rigid bonding and insurance requirements, financial statements, bank references, lists of

lawsuits, arbitrations or other proceedings in which the Bidder has been named as a party, a

statement of surety's intent to issue Performance and Payment Bonds, and a description of

other projects of similar size and scope completed by the Bidder. Bidders will comply with

New York State prevailing wage and supplement requirements which must be complied with

on the Project.

1.08 AWARD OF BIDS

A. The Wheatland-Chili CSD hereby reserves the right to waive any informalities and reject any,

or all, Bids or to accept the one that, in its judgement, will be in the best interest of

Wheatland-Chili CSD.
