Warsaw Public Library Expansion and Renovation Re-Bid

SECTION 000020 - ADVERTISEMENT FOR BIDS

The Town of Warsaw herein known as “Owner,” will receive sealed bids for the Expansion and Renovation

of the Warsaw Public Library at 130 North Main Street, Warsaw, New York.

Effective Tuesday, July 15, 2025, Bid Documents may be obtained and/or digitally downloaded at:

Rotolite-Elliott, One Grove Street, Suite 123, Pittsford, NY 14534, https://www.recplanroom.com.

Bidding Documents will also be available for viewing at Builders Exchange of Rochester and Construction

Exchange of Buffalo and WNY.

Bids will be received at the Warsaw Public Library, 130 North Main Street, Warsaw, New York, until 2:00

pm on Thursday, July 31, 2025. Bids received after this time will not be accepted. Bids will be publicly

opened and read aloud.

The project will be publicly bid with prevailing wage rates. The monetary value of the project is above the

threshold for WICKS law and requires the project be subdivided into the following prime contracts:

Heating Ventilation and Air Conditioning (HVAC) and Plumbing. The General Construction and

Electrical Contracts have been awarded. Each bid must be prepared and submitted in accordance with the

Bidding and Contract Documents and must be accompanied by a list naming each subcontractor and

Contractor’s Qualification Statement, AIA Document A305, Exhibit A only. Each bidder must submit a

complete Form of Proposal.

Work may be commenced and continuously and diligently prosecuted starting Monday, September 22,

2025. The Substantial Completion date for this project is Friday, April 3, 2026. The Town has set

liquidated damages at $350 for each calendar day of delay beyond established Substantial Completion date.

Bids may be held by the Owner for a period not to exceed forty-five (45) days from the date of the opening

of bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders prior to

awarding the Contract.

The Owner reserves the right to reject any or all bids, or to waive any informalities and irregularities in the

bidding. The Owner intends to award the Project to the bidder which, in the Owner’s judgment, is

determined to be the most responsible bidder that serves the Owner's best interest.

The Owner is a tax-exempt organization; a tax-exemption certificate and New York State Tax Identification

number will be provided to the successful bidder.

A Bid Bond or Certified Check made payable to the Owner in the amount of five percent (5%) of the Bid,

subject to the conditions provided in the Instructions to Bidders, must be deposited by each Bidder with his

Bid as a guarantee that, in the case the contract is awarded to him, he will then, ten days thereafter, execute

such contract and furnish a satisfactory Performance and Payment Bond, and the Bidder shall not withdraw

his Bid for a period of forty-five days after the above date of Bid opening, and to guarantee the performance

of all other obligations of the Bidders as set forth in Instructions to Bidders.

Bidders must have a minimum of 5 years successful experience in completion of similar projects for State,

National or locally registered landmarks. Upon request by Architect following bid opening, each bidder must

be prepared to provide project and contact references for similar work.

All Bidders are required to visit the site during the bidding process and familiarize themselves with the project

requirements.

This project is subject to the Build America, Buy America Act (BABAA)requirements under Title IX of the

Infrastructure Investment and Jobs Act (IIJA), Pub. L. 177-58. Absent an approved waiver, all iron, steel,

manufactured products, and construction materials used in this project must be produced in the United

States, as further outlined by the Office of Management and Budget’s regulation (reference 2 CFR 200) on

the application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure.
