Sealed proposals, will be received by the Board of Trustees of The Seneca Falls It’s A Wonderful Life

Museum and Archives (herein referred to as the “Owner”) for the “Exterior Rehabilitation & Interior

Removals” project until 2:00 P.M., May 9, 2024. Bids shall be received by the Owner, at the Reception Desk

of The Seneca Falls It’s A Wonderful Life Museum and Archives, 76 Fall St., Seneca Falls, New York

(temporary museum location). OR bids shall be mailed to The Seneca Falls It’s A Wonderful Life Museum

and Archives, PO Box 642, Seneca Falls, NY 13148, allowing proper time for receipt by mail. Bids shall be

submitted on the form provided in the documents and enclosed in a sealed envelope bearing on its face the

name and address of the bidder and the title of the project.

Bids received after this time will not be accepted. Bids transmitted electronically or via facsimile will not be

accepted. Bids will be publicly opened and read aloud by the Architect and Owner at the project site, 32 Fall

Street, Seneca Falls, at 2:15 P.M.

The Instructions to Bidders, Form of Proposal, General and Supplementary Conditions of the Contract,

Drawings, and Specifications may be examined at the offices of the Owner and the following locations:

Syracuse Builders Exchange, Inc. 6563 Ridings Rd, Syracuse, NY 13206

Bidders must be properly licensed under the laws governing their respective trades and be able to obtain

insurance and bonds required for the Work. Project is to be publicly bid and will be constructed under a

single prime contract for construction for the scope of work indicated.

Each bid must be prepared and submitted on the prescribed forms in accordance with the Bidding and

Contract Documents; each bidder must submit a complete Form of Proposal.

Work may be commenced and continuously and diligently prosecuted immediately after contracts

have been signed. The Substantial Completion date for this project is Friday, November 22, 2024.

This project is being funded by a New York State Downtown Revitalization Initiative (DRI) grant

(PROJECT # 22PR01337) from the Housing Trust Fund Corporation.

Under Article 15-A and 17-B of the New York Executive Law, all recipients and their contractors are

required to make affirmative efforts to ensure that New York State Certified Minority- and Women-Owned

Business Enterprises (“M/WBEs”) and Service-Disabled Veteran-Owned Businesses (“SDVOBs”) are

afforded opportunities for meaningful participation. The Seneca Falls It’s A Wonderful Life Museum and

Archives and the State of New York are committed to providing MWBE and SDVOB enterprises equal

opportunity to participate in government contracts. The following goals have been set for this project: 10%

MBE, 10% WBE, and 0% SDVOB. The successful bidder will be required to furnish reports showing the

participation of various business enterprises of subcontractors and suppliers on the contract. The Contractor,

by bidding on the contract, acknowledges understanding and support of these policies and pledges to fully

cooperate with meeting these requirements as set forth in the Bidding and Contract Documents.

jahrens@beroarchitecture.com. Bidder attendance is recommended at the pre-bid conference. Prospective

bidders are requested to meet at the front entrance of the project site, 32 Fall Street, Seneca Falls, on

Wednesday, April 17, 2024, at 1:00 P.M. The pre-bid conference will include a general review of the project

requirements and a guided walk-thru of the building and surrounding site to see the existing conditions for

the project. Contractors may also schedule a site visit by scheduling with Fran Caraccilo:

Effective Tuesday, April 9, 2024 - paper and electronic versions of the Bidding Documents will be distributed

by: Rotolite-Elliott, One Grove St #123, Suite 123, Pittsford, NY 14534.

Upon payment of a deposit of $75 per set, and (if required) a separate, non-refundable $35 shipping and

handling payment for each set (deposit checks shall be made payable to “Bero Architecture, PLLC,” shipping

check made payable to “Rotolite-Elliott Corporation”). Alternatively, bidders can provide their UPS or

FedEx account information.

In lieu of shipping, Contract Documents may be obtained in person at Rotolite-Elliott Corporation upon

payment of a deposit of $75 per set (deposit checks shall be made payable to “Bero Architecture, PLLC.”

In lieu of paper bid sets, bidders can view electronic plans and specifications online upon a $45

nonrefundable payment by visiting www.recplanroom.com (Click ‘Public Jobs’ under the Menu Tab on the

left-hand side of the Plan Room homepage. Once you are in the public plan room, select the link for ‘The

Seneca Falls It’s A Wonderful Life Museum and Archives Exterior Rehabilitation & Interior Repairs.’

Any Bidder upon returning such set-in good condition within thirty (30) days after Bid opening will be

refunded the deposit. Any Bidder after thirty (30) days after Bid opening so returning such a set will not be

refunded.

Bids may be held by the Owner for a period not to exceed forty-five (45) days from the date of the opening

of bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders prior to

awarding the Contract.

The Owner reserves the right to reject any or all bids, or to waive any informalities and irregularities in the

bidding. The Owner intends to award the Project to the bidder which, in the Owner’s judgment, is

determined to be the most responsible bidder that serves the Owner's best interest.

The Owner is a tax-exempt organization; a tax-exemption certificate and New York State Tax Identification

number will be provided to the successful bidder.

A Bid Bond or Certified Check made payable to the Owner in the amount of five percent (5%) of the Bid,

subject to the conditions provided in the Instructions to Bidders, must be deposited by each Bidder with his

Bid as a guarantee that, in the case the contract is awarded to him, he will then, ten days thereafter, execute

such contract and furnish a satisfactory Performance and Payment Bond, and the Bidder shall not withdraw

his Bid for a period of forty-five days after the above date of Bid opening, and to guarantee the performance

of all other obligations of the Bidders as set forth in Instructions to Bidders.

Bidders must have a minimum of 5 years successful experience in completion of similar projects for State,

National or locally registered landmarks. Upon request by Architect following bid opening, each bidder must

be prepared to provide project and contact references for similar work.

Attention of the Bidders is called to the requirements as to the conditions of employment and minimum wage

rates to be paid under this Contract as well as to the provisions set forth in the Instruction to Bidders.

Prevailing wages are NOT a requirement of this project.
