SECTION 000020 - INVITATION FOR BIDS

Schweinfurth Art Center, herein known as “Owner,” will receive sealed bids for West End Arts Campus - Schweinfurth Art Center, herein known as “Project,” until 1:00 pm local time on Thursday, April 11, 2024. Sealed bids (Attn: Donna Lamb, Executive Director) will be received at the Reception Desk of the Schweinfurth Art Center, 205 Genesee St., Auburn, NY 13021. Bids received after this time will not be accepted. Fax’ed or emailed bids are not allowed. Bids will be publicly opened and read aloud by the Architect and Owner in the Second Floor Workshop (Schweinfurth Art Center) at 1:15 pm.

Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. Project is to be publicly bid and will be constructed under a single prime contract for construction for the scopes of work indicated at both the Schweinfurth Art Center and Cayuga Museum of History.

Each bid must be prepared and submitted on the prescribed forms in accordance with the Bidding and Contract Documents; each bidder must submit a complete Form of Proposal.

Each bid must be accompanied by a Bid Security in the form of a Certified Check, Bid Bond or Bank Check in the amount of (10%) ten percent of the bid amount. Bidders must have a minimum of 5 years successful experience in completion of similar projects for State, National or locally registered landmarks. Each bid must be accompanied by project / contact references of similar work.

On-site work may commence no earlier than Monday, April 29, 2024. The substantial completion date for this project is Friday, January 31, 2025.

This project is being partially funded by the American Rescue Plan Act of 2021 (ARPA) that has been awarded to, and disbursed by, the City of Auburn, NY. The Bidder certifies it shall comply with the applicable ARPA funds requirements in addition to the City of Auburn’s standard policies and procedures. The Bidder and selected Contractor are not required to have a Unique Entity Identifier (UEI) number. This project is being partially funded by a New York State Downtown Revitalization Initiative (DRI) grant (DRI # 20190286) from the Housing Trust Fund Corporation.

Under Article 15A and Article 17B, Executive Law, the State of New York is committed to providing Minority and Women Owned Business enterprises (MWBE) equal employment opportunity, and Minority and Women Owned Business enterprises and Service-Disabled Veteran-Owned Business (SDVOB) enterprises equal opportunity to participate in government contracts. The following goals have been set for this project: 20% MBE, 10% WBE, and 0% SDVOB. The successful bidder will be required to furnish reports showing the participation of various business enterprises of subcontractors and suppliers on the contract.

The Contractor, by bidding on the contract, acknowledges understanding and support of these policies and pledges to fully cooperate with the Schweinfurth Art Center in meeting these requirements as set forth in the Bidding and Contract Documents.

The City of Auburn requires all contractors and/or their sub-contractors to hold a valid City of Auburn Plumbing and/or Electrical License at the time of bid for all plumbing and/or electrical contracts or contracts involving portions of plumbing and/or electrical construction/ reconstruction. Bidder attendance is recommended at the pre-bid conference. Prospective bidders are requested to meet in the lobby of the Schweinfurth Art Center on Tuesday, March 19, 2024, at 10:00 am. The pre-bid conference will include a general review of the rules and requirements of the overall project, and a guided walk-thru of the Schweinfurth Art Center and the Cayuga Museum of History and Art, and surrounding property to see the existing conditions and access for the project.

Effective Tuesday, March 12, 2024 - paper & electronic versions of the Bidding Documents will be distributed by: Rotolite-Elliott, One Grove St, Suite 123, Pittsford, NY 14534.

Digital copies of the Bidding Documents may be downloaded upon a non-refundable payment of $59 per set of bid documents, at Rotolite Elliott Corporation’s Online Plan Room: https://www.recplanroom.com/

Paper copies of the Bidding Documents may be obtained with a bid deposit by certified check of $250 per set of bid documents. Deposit checks are to be made payable to Bero Architecture, PLLC. Cash or personal checks will not be accepted as a form of deposit. Each bid deposit will be refunded to bidders submitting a complete bid if the Bidding Documents are returned to the Architect intact, clean, and unaltered within 10 days of the bid opening.

Bidders requiring Bidding Documents by mail should include an additional $35 check for postage and handling (postage and handling will not be refunded).

Bidding Documents will also be available for free public viewing at the following location: Syracuse Builders Exchange, and Builders Exchange of Rochester.

Bids may be held by the Owner for a period not to exceed forty-five (45) days from the date of the opening of bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders prior to awarding the Contract.

The Owner reserves the right to reject any or all bids, or to waive any informalities and irregularities in the bidding. The Owner intends to award the Project to the bidder which, in the Owner’s judgment, is determined to be the most responsible bidder that serves the Owner's best interest.

The Owner is a tax-exempt organization; a tax-exemption certificate and New York State Tax Identification number will be provided to the successful bidder.
