Solicitation of Bids for the Town of Webster Sanitary Sewer Improvement Phillips Road to Tebor Road


NOTICE IS HEREBY GIVEN, The Town of Webster, NY will receive bids for the Sanitary Sewer Improvements Phillips Road to Tebor Road on March 14th, 2024 at the Town Hall located at 1000 Ridge Road, Webster, NY 14580. Sealed Bids will be received by the Town Clerk, located at 1000 Ridge Road, Webster, New York 14580, until Thursday, March 14th 2024 at 11:00 AM, local time, and will be opened at 11:05 AM at the Webster Town Board Meeting Room in the Courthouse Building located at 1002 Ridge Road, Webster, New York, 14580. The project consists of the following items and activities.

Removal and Installation of sanitary sewer along Schlegel Road from Phillips Road to Salt Road, Salt Road from Phillips Road to 640 Salt Road, to Boulter Industrial Park and Basket Road, and then along Tebor Road to the proposed industrial facility at the terminus of Tebor Road. Contract includes sewer removal, PVC sewer installation, manhole adjustment, replacement and rehabilitation, and all work to re-establish existing stabilized conditions.

The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.


Construction Documents will be available at 9:00 AM on February 21st, 2024. A hard copy will be available for preview at the Webster Town Hall Clerk’s Office. A digital download and hardcopies are available form Rotolite-Elliot Corporation, at cost.


The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.

The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Prevailing Wage Rates (Monroe County, NY) apply for this project in accordance with New York Department of Labor Article 8.

A Non-Mandatory Pre-Bid meeting will be conducted on March 7th , 2024 at 11:00 a.m. Prospective bidders shall meet at the Town Hall located at 1000 Ridge Road Webster, NY 14580. Following the meeting, an addendum will be issued to all plan holders addressing comments within reason. If the date and time or location of the Pre-Bid meeting is to change, contractors on the plan holders list will be notified via Email.

Each proposal shall be accompanied by a Cashier’s Check, Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of New York, in the amount of five percent (5%) of the total bid price conditioned that if the proposal is accepted, the successful bidder will enter into a contract for the work, and that they will execute within fifteen (15) days from the date of the acceptance of the proposal, suitable security bonds, each in the amount of the contract, conditioned for the faithful and prompt Performance and Payment of the work specified in the Contract.

No bidder may withdraw their bid within sixty (60) calendar days after the actual date of the opening thereof. Each bidder’s attention is called to the General Municipal Law, which requires a bidder’s signed Certificate of Non-Collusion, copies of such certificates are part of the proposal form and unless complied with, the bid will not be accepted.

Upon acceptance of their bid, if the successful bidder fails to enter into a contract pursuant to the requirements of the Town Board, or fails to give further security prescribed tin this notice, with the time limited therein, then the check deposited as aforesaid and the monies standing to the credit of same, shall be forfeited to the Town as liquidated damages, or the payment of the bond enforced for the benefit of the Town. The Town of Webster reserves the right to waive informalities in or to reject any and, all bids, or to make an award to other than the low bidder. It further reserves the right to limit the amount of the award.

The Town of Webster reserves the right to reject any and all proposals and re-advertise at its discretion.

The Bidding Documents must be obtained through Rotolite-Elliot in order to be considered a Plan Holder of Record. Bidding Documents obtained from any other source are for examination only, and are not considered complete and are not valid for bidding purposes.

The consultant contact for Sanitary Sewer Improvements Phillips Road to Tebor Road as designated by the Town of Webster shall be the sole point of contact for all questions and clarifications needed for the contract documents.
