SECTION 001112– ADVERTISEMENT FOR BIDS
THE BOARD OF EDUCATION for the WEST IRONDEQUOIT CENTRAL SCHOOL DISTRICT
invites bids for 2023-2024 COEP PROJECT, located at various district properties. Separate sealed bids
will be received by the WEST IRONDEQUOIT CENTRAL SCHOOL DISTRICT at the DISTRICT
OFFICES, 321 List Avenue, Rochester, NY, 14617, until 2:00 PM, local time, on Thursday,
December 6, 2023, at which time they will publicly opened and read aloud.
Copies of the Bidding Documents may be obtained by Prime Contractors, Subcontractors, and Vendors,
at Rotolite-Elliot Corporation, 1 Grove Street, P.O. Box 97, Pittsford, NY 14534, Phone: (585) 385-
1463, Fax: (585) 385-2190, upon deposit of Fifty-Nine Dollars ($59.00) per set. All Bid Deposit checks
shall be made out to WEST IRONDEQUOIT CENTRAL SCHOOL DISTRICT.
Bidding documents may be picked-up at Rotolite-Elliott, Monday through Friday from 8:00 to 5:00, or be
delivered via UPS or FedEx upon request to Rotolite-Elliott. Include, in addition to the document
deposit, a non-refundable check in the amount of Twenty-Five Dollars ($25.00) per set for handling and
postage of sets to be mailed. All checks shall be made payable to the ROTOLITE-ELLIOTT
CORPORATION. Alternatively, bidders can provide their UPS or FedEx shipper # for shipment of bid
documents.
In lieu of paper bid sets, bidders can view electronic plans and specifications online upon a Fifty-Nine
Dollars ($59.00) nonrefundable payment by visiting www.recplanroom.com (Click Public Jobs under the
Menu Tab on the left-hand side of the plan room homepage. Once you are in the public plan room please
select the link of the District’s name
Any Bidder, upon returning such set in good condition within (14) days after date set for Bid opening,
will be refunded the deposit. Sets shall be returned to Rotolite-Elliott. The deposit will not be refunded
to any Non-bidders or Bidders returning the Bidding Documents after the (14) day return period.

A Pre-Bid Walk-thru for the Project will be conducted by the Architect/Engineer on November 14, at
3:00 PM, at Seneca School, 4143 St.Paul Blvd, Rochester, NY 14617. The Main Entrance Lobby/doors
will be the starting point. All interested parties are strongly urged to attend. If a contractor does want to visit
site prior to bid please on another day contact John Conti, Director of Facilities for arrangements.

Bids shall be on the Bid form provided in the documents, prepared, and set forth in the Instructions to
Bidders, and enclosed in an envelope bearing on its face the name and address of the bidder and the title of
work to which the proposal relates.
The West Irondequoit Central School District hereby reserves the right to waive any informalities and
reject any or all Bids or to accept the one that in its judgment will be in the best interest of the School
District. The awarding of the Contract will be subject to the approval of the State Education Department.
Attention of the Bidder is particularly called to the Owner’s sales tax exemption, the requirements as to
conditions of employment to be observed, and the minimum wage rates to be paid under the contract. In
addition, the Bidding Documents for this project contain detailed requirements for the qualification of
Bidders. These include, among other things, rigid bonding and insurance requirements, financial
statements, bank references, lists of lawsuits, arbitrations or other proceedings in which the Bidder has
been named as a party, a statement of surety’s intent to issue Performance and Payment Bonds, and a
description of other projects of similar size and scope completed by the Bidder. Bidders will comply
with New York State prevailing wage and supplement requirements which must be complied
with on the Project.
Bids shall be prepared as set forth in “INSTRUCTIONS TO BIDDERS”, enclosed in a sealed envelope
bearing on its face the name and address of the Bidder and the title of the Work to which the bid enclosed
relates.
Each Bidder shall deposit with its bid, security in an amount not less than five percent (5%) of the base
bid in the form and subject to the conditions provided in the “INSTRUCTIONS TO BIDDERS.”
No Bidder may withdraw his bid within forty-five (45) days after the actual bid opening.
