The Town of Victor will receive bids for the Dog Park at Harlan Fisher Park Project.
Sealed bids will be received, and bids publicly opened and read at the following place and time:

General Project Description
This project includes the construction of a Dog Park Area at the northern end of Harlan Fisher
Park. The scope of the work includes creating a connection from the existing parking area within
the park to the new dog park area by a concrete pathway. The entire dog park area will be fenced
and will include gates at key locations along the perimeter for maintenance. The dog park will
include separate areas for large and small dogs and a new entry plaza with an access controlled
gated entry system. The open lawn areas and mature trees within the center of the dog park area,
along with the existing wooded areas at the northern, eastern, and western limits of the dog park
will be retained. The large, wooded area in the western limits of the large dog area will be utilized
as a “natural dog run/ play area” and will include a loop path connection to the open lawn area.
Minor earthwork and grading will be performed within the open lawn areas to eliminate shallow
depressions and irregularities within the dog park area. An underdrain system will be installed in
key locations. The open lawn area will be top dressed and reseeded. Benches and dog play/agility
features will be installed in key areas of both the large and small dog sections and dog waste
stations and benches will be placed at key locations throughout the park. Dog water fountains with
associated plumbing components will be installed in both the large and small dog park areas, and
a dog wash station with associated plumbing components will be installed. New pole lights will
be installed along the new pathway to the dog park. The existing vegetation at the perimeter of the
dog park, between the chain link fence and property line, will be maintained. An existing
vegetative swale that runs between the open lawn area and wooded area, within the large dog area
will remain and be enhanced with small natural cobble. New plantings will be installed adjacent
to the Dog Park Area.
THIS PROJECT has been divided into four distinct scopes of work, further referred to as “General
Construction Contract”, “Contract 01- Fences, Gates, and Access Control System”, “Contract 02-
Masonry and Hardscape”, and “Contract 03- Electrical”.
All Four Scopes of Work / Contracts will be implemented as part of one overall project and shall
include the following:
General Construction Contract (as performed by the Owner – Town/Village):
The Town and Village of Victor will be responsible for the following items:
o General Site Preparation and Demolition as indicated on Sheet L0.2 “Site Preparation and
Demolition Plan”.
o General Earthwork and Grading – Excavation and Fill
o Trenching for all Utility Work, including the work included in the other Contracts.
o Underground Storm Drainage System and Underdrain System
o Installation of all underground conduit and sleeves below sidewalks and pathways.
o Installation of all Stone Screening Paths, including site preparation and base materials.
o Installation of Gravel Runout Areas at the Large and Small Dog areas, including site
preparation, base materials, and steel edging.
o Installation of swale crossings and stone cobble in the existing swale.
o Installation of all site furnishings and concrete slabs/foundations, including benches, trash
receptacles and dog play elements.
o Installation of all plumbing components including underground water service, dog water
fountains, and dog wash station (excluding the concrete pavement).
o Installation of all planting soil, topsoil, plant material, planting areas, lawn areas, and
mulched areas
Contract 01- Fences, Gates, and Access Control System:
This contract includes the following items:
o Installation of Chain Link Fence and Single and Double Gates, including all foundations.
o Installation of Access Controlled 4’-0” Single Gate at Dog Park Entry, including all
posts, gates, access control system and components, underground enclosure assemble /
weatherproof box, and Electrical and Data connections, in coordination with Contract 03.
o Installation of Wooden Post and Wire Fence
o Coordination with Contract 02 and the masonry contractor for the installation of the
concrete pavement at the dog entry area.
o Coordination with the Town and Village of Victor related to all Site Work that interfaces
with this scope of work.
Contract 02- Masonry and Hardscape:
This contract includes the following items:
o Installation of Concrete Paving, including base material. These areas include the concrete
pathway that leads from the parking area to the dog entry area and the integrated concrete
bench slab and dog wash station, the concrete pavement at the dog park entry area.
o Coordination with Contract 01 and the fence contractor for the fencing and gate systems
at the dog entry area.
o Coordination with Contract 03 for the installation of all electrical work and placement of
underground conduits and light post foundations.
o Coordination with the Town and Village of Victor related to all Site and Plumbing work
that interfaces with this scope of work.
Contract 03 – Electrical:
o Installation of all Electrical Work included on L4.0 ‘Utility Plan and Details”, including
utility pole removal and associated work, installation of all electrical conduits, wiring and
electrical disconnections and connections, installation of light pole foundations and light
poles/fixture, installation of new light fixture at existing utility pole, and electrical service
and coordination for the installation of the access control system associated with Contract
01.
o Coordination with the Town and Village of Victor related to all Site Work that interfaces
with this scope of work.
The foregoing is a general outline of work only and shall not be construed as a complete
description of the work to be performed under each contract. Plans and specifications are
available for inspection at the following location and may be obtained upon payment of fifty
($50) dollars for each set of documents requested.

If you would like Plans and Specifications mailed to you, please enclose an additional $25 per
Set.
Bids must be made in writing on the forms furnished and shall be accompanied by a bid guarantee for an amount not less than five percent (5%) of the amount bid in accordance with the
INSTRUCTIONS TO BIDDERS.
The Town of Victor is exempt under New York State Tax Law, and therefore, no sales tax on the
cost of materials incorporated into the project shall be included in the bid.
The successful Bidder will be required to furnish and pay for satisfactory performance and labor
and material bonds in accordance with the INSTRUCTIONS TO BIDDERS.
The Town of Victor reserves the right to consider bids for forty-five (45) days after the receipt
before awarding any contract. The Town of Victor further reserves the right to reject any and all
bids, and to accept any Proposal or individual item or items, which it may deem to be the most
favorable to its best interests.
All bidding questions or Requests for Information must be submitted by 5:00 pm on
Friday June 9, 2023.

• Attachment A – Qualifications Statement
