PLUMBING, THEATRICAL, ASBESTOS, ELECTRICAL AND SITE WORK FOR THE 2021 CAPITAL
IMPROVEMENTS PROJECT-PHASE II. THE PROJECT IS LOCATED AT 100 SCHOOL STREET,
BOLIVAR, NEW YORK 14715. SEPARATE BIDS WILL BE RECEIVED BY BOLIVAR RICHBURG CSD
AT THE HIGH SCHOOL BOARD ROOM 100 SCHOOL STREET, BOLIVAR, NY 14715 UNTIL 2:00
P.M., LOCAL TIME ON 06-07-2023.
1.01 PROJECT INFORMATION
A. Notice to Bidders: Qualified bidders may submit bids for the project as described in this
document. Submit bids according to the Instructions to Bidders.

1.02 BID SUMBITTAL AND OPENING
A. Owner will receive sealed lump sum bids until the bid time and date at the location given below.
Owner will consider bids prepared in compliance with the Instructions to Bidders issued by
Owner and delivered as follows:
1. Bid Date: 06-07-2023
2. Bid Time: 2:00 P.M. local time
3. Location: Highschool Board Room, 100 School Street, Bolivar, NY 14715
B. Bids will be thereafter opened publicly and read aloud.
1.03 BID SECURITY
A. Bid security shall be submitted with each bid in the amount of (5%) five percent of the bid
amount. No bids may be withdrawn for a period of (45) forty-five days after opening of bids.
Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
1.04 PREBID MEETING
A. Prebid Meeting: A Prebid meeting for all bidders will be held at the High School Lecture Hall –
100 School Street, Bolivar, NY 14715 on 05-23-2023 at 9:00 a.m. local time. Prospective prime
bidders are requested to attend. It is recommended that bidders be familiar with the contract
documents prior to attending the scheduled prebid meeting.

1.05 DOCUMENTS
A. Printed copies of the Bidding Documents will be available as of Wednesday, May 10th, 2023.
Copies of the Bidding Documents may be obtained at: Rotolite-Elliott Corporation, One Grove
Street – P.O. Box 97. Pittsford, New York 14534. Phone (585) 385-1463, upon receipt of One
Hundred Dollars ($100.00) per set. Bid deposit checks shall be made payable to Bolivar
Richburg Central School District and mailed to Rotolite-Elliott Corporation at the address
provided above. (Credit card payments will not be accepted).
B. All bid document requests can be completed through the www.recplanroom.com in advance for
pickup and/or shipping from Rotolite-Elliott Corporation. (Visit the www.recplanroom.com and
click on, “All Public Jobs” under the Menu Tab on the left-hand side of the planroom home
page; Select “Bolivar Richburg 2021 Capital Improvement Project”; add to cart and proceed to
check out).
C. In lieu of paper bid sets, bidders can view and download electronic plans and specifications
online upon a $59.00 non-refundable payment by visiting www.recplanroom.com. Just click “All
Public Jobs” under the Menu Tab on the left-hand side of the planroom home page; select
“Bolivar Richburg 2021 Capital Improvements Project”. (Upon download, said entity will be
added as a legitimate plan holder on the job and will receive electronic files of any bid addenda
issued throughout the bidding process).

1.06 TIME OF COMPLETION
A. Successful bidders shall begin the Work upon receipt of the Notice to Proceed and shall
complete the Work within the Contract Time.
1.07 NOTIFICATION
A. Attention of the Bidder is particularly called to the Owner’s sales tax exemption, the requirements
as to conditions of employment to be observed and the minimum wage rates to be paid under the
contract. In addition, the Bidding Documents for this project contain detailed requirements for the
qualification of Bidders. These include, among other things, rigid bonding and insurance requirements, financial statements, bank references, lists of lawsuits, arbitrations or other
proceedings in which the Bidder has been named as a party, a statement of surety’s intent to
issue Performance and Payment Bonds, and a description of other projects of similar size and
scope completed by the Bidder. Bidders will comply with New York State prevailing wage and
supplement requirements which must be compiled with on the project.
1.08 AWARD OF BIDS
A. Bolivar Richburg Central School District hereby reserves the right to waive any informalities and
reject any or all Bids or to accept the one that in its judgement will be the best interest of the
school district.
