SECTION 00 11 00 – NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN, that sealed proposals in duplicate are sought and requested by the Board of Education, Olean City School District (hereinafter called “Owner”), for a multi-purpose turf sports field complex at the Olean City Middle/High School, Separate Bids are requested for Prime Contracts for;
CONTRACT #201: Site Work
CONTRACT #202: Site Electrical
In accordance with Drawings, Project Manual, and other Bidding and Contract Documents prepared by:

Plans and specifications will be available to all prime contractors on Tuesday November 1st, 2022.
A Pre-Bid conference for all Bidders will be held in the Olean City School District at 10:00 am local time. on Thursday, November 10th, 2022, at the Olean Middle/High School Sports Fields at 401 Wayne Street, Olean, NY; for the purpose of providing an overview of the project scope, and considering questions posed by interested Bidders. A site visit will be conducted at that time. Other site visits may be scheduled by contacting Brady Adams with Campus Construction Management Group at (585) 435-2469, or badams@campuscmg.com.
Sealed bids will be received by the Owner until 3:00 P.M., local time, on December 1, 2022, at the Olean High School Office of the Clerk. At which time all bids will be opened and publicly read aloud in the Board of Education conference room.

Printed copies of Bidding Documents will be available as of Tuesday, 5:00pm November 1st, 2022. Copies of the Bidding Documents may be obtained at: Rotolite Elliott Corporation, One Grove Street – P.O. Box 97, Pittsford, New York, 14534, phone (585)-385-1463, upon deposit of Fifty Dollars ($50.00) per complete set. Bid documents deposit checks shall be made payable to the Olean City School District and sent to Rotolite Elliott Corporation at the address provided above. (Credit card payments will not be accepted.)
All bid document requests can be completed through the www.recplanroom.com in advance for pickup and or shipping from Rotolite-Elliott Corporation. Specifications to be mailed to them shall include, in addition to their bid documents deposit check, a non-refundable check in the amount of Forty-Five Dollars ($45.00) per set for handling and postage costs, sent and made payable to Rotolite-Elliott Corporation. Alternatively, bidders can provide an active UPS or Fedex account number.
No Partial sets or sections of the Contract Documents will be distributed.
All Bidders who have paid the aforesaid deposit for an entire set of Bidding and Contract Documents; and return such sets to the Construction Manager in GOOD CONDITION within thirty (30) calendar days after the award of contract or rejection of bids, shall receive a refund of the full amount of such deposit for one (1) set. Drawings may be returned to Campus Construction Management, 80 North 4th Street, Suite 209, Allegany NY, 14706 or to Rotoliite Elliott listed above.
In Lieu of paper bid sets, bidders can view and download electronic plans and specifications online upon a $59.00 non-refundable payment by visiting www.recplanroom.com Just click All Public Jobs under the Menu Tab on the left hand side of the plan room homepage. Once you are in the public plan room, please select the link for Olean City School District Capital Improvement Project. (Upon download, said entity will be added as a legitimate plan holder on the job and will receive electronic files of any bid addendums issued throughout the bidding process.)
As bid security, each Bid shall be accompanied by a certified check or Bid Bond made payable to Owner, in the amount of 5% of the bid.
The Owner requires that all bids shall comply with the bidding requirements specified in the INSTRUCTION TO BIDDERS. The Owner may, at its discretion, waive informalities in bids, but is not obligated to do so, nor does it represent that it will do so. The Owner also reserves the right to reject any and all bids. Under no circumstances will the Owner waive any informality that, by such waiver, would give one Bidder a substantial advantage or benefit not enjoyed by all other Bidders. No Bidder may withdraw his Bid before forty-five (45) days after the actual date of the opening thereof unless a mistake to error is claimed by the Bidder in accordance with INSTRUCTIONS TO BIDDERS.
