NOTICE TO BIDDERS
To all Prospective Bidders:
The Naples Public Library, Ontario County, New York (the “Library”) hereby invites the
submission of sealed bids for:
NAPLES PUBLIC LIBRARY ADDITION
The work of this Contract consists of the renovation of approximately 6,700 square feet of
existing space (two stories), and the construction of a new 1,014 square feet addition (two
story). The new addition will be framed with a combination of structural steel and masonry
bearing, with a slab on grade, exterior enclosure will be a combination of brick veneer
masonry, high pressure laminate rainscreen and cold formed metal stud construction and
glazed aluminum storefront. The roof of the addition will be EPDM. The existing building
will have minor interior renovations including some wall reconfiguration and new finishes.
The Project will be built by four separate prime contracts including: General Trades Work,
Plumbing Work, HVAC Work and Electrical Work. The Project Manual and Drawings have
been issued as a complete set. All Contractors shall review the entire Bid Package to
determine the precise Scope of Work.
Sealed bids will be received until 2:00 PM, Tuesday, July 19, 2022, at the Naples Library
located at 118 South Main Street, Naples, New York, at which time they will be publicly
opened and read. Contract Documents and Drawings may be examined at the Naples
Library.
The Contract Documents, consisting of Information for Bidders, Proposal, Agreement,
General Conditions, Special Conditions, Specifications, and Construction Plans may be
obtained on or after Wednesday June 22, 2022 from Rotolite – Elliott, 1 Grove Street
#123, Pittsford, NY 14534 upon payment of $100.00 for each set, payable to the Naples
Library. In lieu of paper bid sets, bidders can view electronic plans and specifications
online upon a $45 non-refundable payment by visiting www.recplanroom.com (Click Public
Jobs under Menu tab on the left-hand side of the plan room homepage). Once you are in
the public plan room, please select the link for Naples Library. The cost to Download files
is $59.00 and payable through the plan room with credit only. Any bidder returning his set
promptly (within 30 days after date set for bid opening) and in good condition, will be
refunded his full deposit. A non-reimbursable charge of $40.00 per set shall be made for
plans and specifications mailed to prospective bidders. A UPS or FedEx account number
can be substituted for the $40 charge for mailing. Checks should be mailed to Rotolite –
Elliott, PO Box 97, Pittsford, NY 14534 payable to Naples Library.
The Naples Public Library, Ontario County, New York, reserves the right to waive any
informality and reject any or all bids or to accept the one that, in its judgment, will be in the
best interest of the Naples Public Library.
Attention of the bidders is particularly directed to the requirements of the conditions of
employment to be observed and minimum wage rates as determined by the NYS
Department of Labor to be paid under the Contract.
Bidder’s proposal must be accompanied by a certified check for an amount not less than
five (5) percent of the amount bid, payable to the order of the Naples Public Library, or a
bond with sufficient sureties to be approved by the Naples Public Library, in a sum of not
less than five percent of the amount bid, conditioned that if this proposal is accepted,
bidder will enter into a Contract for same, and that they will execute such further security
as may be required for the faithful performance of the Contract.
Bidders agree to adhere and accept the following conditions:
a) The Library reserves the right to qualify, accept, or reject any or all vendors as
deemed to be in the best interest of the Library
b) The Library reserves the right to accept or reject any or all proposals and to waive
any irregularities or technicalities in the RFP and in any proposal as deemed to be
in the best interests of the Library
c) The Library reserves the right to negotiate any alterations to bid specifications due
to oversight or error
d) The Library reserves the right to accept or reject any exception taken by the vendor
to the terms and conditions of this RFP
e) The Library reserves the right to seek clarification, in writing, from vendors about
areas of their RFP response during the evaluation process
f) The Library will not pay for any information requested herein, nor will it be liable for
any costs incurred by the vendor in preparing a proposal
g) The Library reserves the right to contract for a project that is not the lowest in price,
provided that, in the sole judgment of the Library, the project offered under the
higher bid has additional value or function which justifies the difference in price
h) All proposals become the property of the Library and will not be returned to the
vendor.
One (1) original of the proposal along with three (3) print copies shall be enclosed in a
sealed envelope that is clearly marked: “RFP RESPONSE-PROPOSAL ENCLOSED”.
Each bidder must show on the outside of the bid envelope: the time and date of the bid
opening, the name of the project and the contract being bid. No bidder may withdraw after
the date set for the opening thereof, but may withdraw at any time prior to the scheduled
time for the opening of the bids.
