ADVERTISEMENT FOR BIDS
The Village of Webster will receive sealed bids for the REDI MO. 65 Village of Webster Sandbar Well
Decommissioning project at the following place until the date and time listed below. All bids received
will then be publicly opened and read.

The project consists principally of the demolition of 5 sandbar well houses and decommissioning of
5 drinking water wells and 3 bedrock wells. A bidder must be a New York State Registered Well
Driller and meet all qualifications requirements outlined in the Instructions to Bidders and the other
specifications. The successful bidder must self-perform at least 50% of the contracted work. The
foregoing is a general outline of work only and shall not be construed as a complete description of
the work to be performed.
The Issuing Office for the Bidding Documents is the Village of Webster, Village Hall. Prospective
Bidders may examine or obtain the Bidding Documents at the Issuing Office or Rotolite Elliott, at the
addresses listed below.

Bid Documents may be obtained at either location upon payment of seventy-five dollars ($75) for
each set of Bid Documents requested. Checks shall be made payable to the Village of Webster.
When requesting bid documents, prospective bidders shall provide their name, firm’s name, shipping
address (no PO Box numbers), telephone number, email address, name of the project for which they
are requesting Bidding Documents, intended contract, amount of money enclosed, and if applicable,
check numbers.
Refunds for payment of one (1) copy of the Plans and Specifications will be made to those
submitting Bids on the forms furnished, if returned in good condition to the Village Clerk within thirty
(30) days from the opening of bids.
If you would like Plans and Specifications mailed to you, please contact Rotolite Elliott and enclose
an additional check for twenty-five ($25) per set made payable to Rotolite Elliott. This payment is
non-refundable. This option is only available through Rotolite Elliott. Upon receipt of payment,
Rotolite Elliott will mail Bidding Documents to you. The date that the Bidding Documents are mailed
by Rotolite Elliott will be considered the Bidder’s date of receipt of the Bidding Documents.

Partial sets of Bidding Documents will not be available from the above locations. Neither Owner nor
Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any,
obtained from sources other than the above.

A pre-bid conference will be held at 10:00 AM local time on May 12, 2022, at 41 Lake Road,
Webster, NY 14580. Attendance at the pre-bid conference is highly encouraged but is not
mandatory.
All personnel attending the pre-bid conference or bid opening shall observe all New York State safety
protocols related to the COVID-19 pandemic.
All bidding questions or Requests for Information must be submitted by 5:00pm on May 19, 2022.
This project received funding through the New York State Lake Ontario Resiliency and Economic
Development Initiative (REDI). The New York State Environmental Facilities Corporation (NYS EFC)
and the Village of Webster encourage contractors and subcontractors to:
1. Make good faith efforts to promote and assist the participation of Minority- and Women-
Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Business
Enterprises (SDVOB) in the performance of the work. A listing of NYS certified MWBEs and
SDVOBs may respectively be found at: https://ny.newnycontracts.com and
https://ogs.ny.gov/Veterans/default.asp.
2. Comply with the provisions of NYS Executive Law Article 17-B and 9 NYCRR Part 252
regarding SDVOB opportunities and participation.
3. Undertake or continue existing Equal Employment Opportunity (EEO) programs to ensure
minority group members and women are afforded equal employment opportunities without
discrimination.
Bids must be made in writing on the forms furnished and shall be accompanied by a bid guarantee
in accordance with the INSTRUCTIONS TO BIDDERS. The successful Bidder will be required to furnish
and pay for satisfactory performance and labor and material bonds in accordance with the
INSTRUCTIONS TO BIDDERS.
The Village of Webster is exempt under New York State Tax law, and therefore, no sales tax on the
cost of materials incorporated into the project shall be included in the bid.
The Village of Webster reserves the right to consider bids for forty-five (45) days after the receipt
before awarding any contract. The right is reserved, as the interest of the Owner may require, to
reject any or all bids, to waive any informality in bids received, to reject any items of any bid, to

obtain new Bids, or to proceed to do the work otherwise, when the best interest of the Owner may be
promoted thereby. This right is reserved in regard to any individual or all Bid Items.
