NOTICE TO BIDDERS
The Board of Education of Brockport Central School District (in accordance with Section 103 of Article 5A of the
General Municipal Law) hereby invites the submission of sealed bids for:
The BROCKPORT CENTRAL SCHOOL DISTRICT (BCSD) invites bids for 2021 Capital Outlay Project (COP)
for the following contract:
1. General Construction
This Phase of the project will consist of floor finish reconstruction, including floor base reconstruction and moisture
mitigation. This work will take place at the following building:
1. Oliver Middle School
Separate sealed bids for the above Contract will be received at BROCKPORT CENTRAL SCHOOL DISTRICT
(BCSD), 40 Allen Street, Brockport, NY 14420 at 11:00 A.M., local time on Wednesday, February 23rd, 2022.
The bids will then be publicly opened and read aloud at the District Board Room in the BCSD District
Administrative Building at 40 Allen Street, Building 100, Brockport, NY 14420. Scope review meetings for the
aforementioned contracts will be scheduled and held on Thursday, February 24th, 2022, via Microsoft Teams virtual
call.
In the event of poor weather conditions preventing bid openings, an alternative date of Thursday, February 24th,
2022, at 11:00 A.M. is scheduled. The bids will then be publicly opened and read aloud at the District Board Room
in the BCSD District Administrative Building at 40 Allen Street, Building 100, Brockport, NY 14420. Scope
review meetings for this event will be scheduled and held on Friday, February 25th, 2022, via Microsoft Teams
virtual call.
Printed copies of Bidding Documents will be available as of Wednesday, 5:00pm February 2nd, 2022. Copies of
the Bidding Documents may be obtained at: Rotolite Elliott Corporation, One Grove Street – P.O. Box 97, Pittsford,
New York, 14534, phone (585)-385-1463, upon deposit of One Hundred Dollars ($100.00) per complete set. Bid
deposit checks shall be made payable to the Brockport Central School District but sent to Rotolite Elliott Corporation
at the address provided above.
All bid document requests can be completed through the www.recplanroom.com in advance for pickup and or
shipping from Rotolite-Elliott Corporation. (Visit the www.recplanroom.com and click on, All Public Jobs, under the
Menu Tab on the left hand side of the planroom home page, select Brockport CSD 2021 COP, add to cart, and proceed
to check out.) Bidders wishing sets of Plans and Specifications to be mailed to them shall include, in addition to their
bid deposit check, a non-refundable check in the amount of Fifty Dollars ($50.00) per set for handling and postage
costs, sent and made payable to Rotolite-Elliott Corporation. Alternatively, bidders can provide active UPS or FedEx
account information.
In Lieu of paper bid sets, bidders can view electronic plans and specifications online upon a $50.00 non-refundable
payment by visiting www.recplanroom.com (Click All Public Jobs under the Menu Tab on the left hand side of the
plan room homepage. Once you are in the public plan room, please select the link for Brockport CSD 2021 COP. The
cost of downloading Bid Project Documents is $59.00 and upon Download and will be added as a legitimate plan
holder on the job and will receive electronic files of any bid addendums issued throughout the bidding.

A Bidder, making the deposit required for the Bidding Documents, submitting a Proposal accompanied by a certified
check or other security in accordance with the requirements contained in the plans and specifications and public
advertisement for bids and if the copy of the plans and specifications used by such Bidder, other than the successful
Bidder is returned in good condition within thirty (30) days to Rotolite Elliott Corp. (address above)
award of the contract covered by such plans and specifications, or rejection of the Bid, the full amount of such deposit
for one copy of the plans and specifications shall be returned to such Bidder, including the successful Bidder. Partial
reimbursement, in an amount equal to the full amount of such deposit for one set of plans and specifications per
unsuccessful bidder or non- bidder less the actual cost of reproduction of the plans and specifications, shall be made
for the return of all other copies of the plans and specifications in good condition within thirty (30) days following
the award of the contract or the rejection of the bids covered by such plans and specifications.

All questions in regards to the meaning of the plans, specifications, or other contract documents will not be made
verbally. All requests for such information should be made in writing, addressed to LaBella Associates, 300

*Note: All questions must be received no later than 5:00 PM on Monday February 14th, 2022. Responses will be
distributed to all registered plan holders in the form of addendum.
LaBella Associates will be conducting a pre-bid walk-through for the Project on Thursday, February 10th, 2022,
at 3:00 P.M. at the Oliver Middle School main entry vestibule at 40 Allen Street, Building 600, Brockport,
New York, 14420. The meeting will review the project scope and procedures and will be followed by a tour to all project
locations.
Supplemental Bid Information
Attention of the Bidder is particularly called to the Owner’s sales tax exemption, the requirements as to conditions of
employment to be observed and the minimum wage rates to be paid under the contract. In addition, the Bidding
Documents for this project contain detailed requirements for the qualification of Bidders. These include, among other
things, rigid bonding and insurance requirements, financial statements, bank references, lists of lawsuits, arbitrations,
or other proceedings in which the Bidder has been named as a party, a statement of surety’s intent to issue Performance
and Payment Bonds, and a description of other projects of similar size and scope completed by the Bidder.
Bids shall be prepared as set forth in “INSTRUCTIONS TO BIDDERS”, enclosed in a sealed envelope bearing on
its face the name and address of the Bidder and the title of the Work to which the bid enclosed relates.

Each Bidder shall deposit with its bid, security in an amount not less than five percent (5%) of the base bid in the
form and subject to the conditions provided in the “INSTRUCTIONS TO BIDDERS.”
No Bidder may withdraw his bid within forty-five (45) days after the actual bid opening.
The Board of Education reserves the right to waive any and all informalities in or to reject any or all bids.
The Owner further reserves its right to disqualify Bidders for any material failure to comply with the
“INSTRUCTIONS TO BIDDERS” and “SUPPLEMENTARY INSTRUCTIONS TO BIDDERS.”
