SECTION 001116 – ADVERTISEMENT FOR BID
The County of Livingston invites bids for the Livingston County Center for Nursing & Rehabilitation,
Dialysis, PT/OT & Ambulance Canopy project
The work consists of four contracts.
101 – General Construction
102 – Mechanical
103 – Plumbing
104 – Electrical
Separate sealed bids will be received by Office of the County Administrator, Livingston County Government Center, 6 Court Street, Room 302, Geneseo, New York 14454, until 11:00 AM, local time on Tuesday April 24, 2018.
The official time for the receipt of bids will be the time shown on the time stamp located in the Board of Supervisors/County Administration area, Room 302 on the third floor, Livingston County Government Center, 6 Court Street, Geneseo, New York, 14454.
Bids will be opened and read aloud, immediately after the 11:00 AM submission deadline, in Room
303A, third floor, of the Livingston County Government Center.
Copies of the Bidding Documents may be obtained at Rotolite Elliott Corp., 1 Grove St #123, Pittsford, NY 14534 (tel: 585-385-1463), beginning March 29, 2018, upon deposit of One Hundred Dollars ($100.00) per set. Checks for deposit for Contract Documents shall be made payable to Livingston County. Cash will not be acceptable as a deposit for the Contract Documents. Prospective Bidders will be issued a maximum of one (1) set each. Subcontractors, Material Suppliers, etc., will be issued a maximum of one (1) set each. Any complete or partial sets required in excess of maximum issue are to be obtained, at their cost, with no money returned.
Bidders wishing sets of Plans and Specifications mailed to them via UPS Ground Services shall include, in addition to the document deposit, a separate non-refundable check in the amount of Fifty Dollars ($50.00) per set for handling and postage. Checks for mailing shall be non-refundable and shall be made payable to Rotolite Elliot Corporation.
Bidders to return sets within 30 days after the date of the Bid opening to Rotolite Elliot.
A Bidder, making the deposit required for the Bidding Documents, submitting a Proposal accompanied by a certified check or other security in accordance with the requirements contained in the plans and specifications and public advertisement for bids and if the copy of the plans and specifications used by such Bidder, other than the successful Bidder is returned in good condition within thirty (30) days following the award of the contract covered by such plans and specifications, or rejection of the Bid, the full amount of such deposit for one copy of the plans and specifications shall be returned to such
Bidder, including the successful Bidder. Partial reimbursement, in an amount equal to the full amount of such deposit for one set of plans and specifications per unsuccessful bidder or non-bidder less the actual cost of reproduction of the plans and specifications, shall be made for the return of all other copies of the plans and specifications in good condition within thirty (30) days following the award of the contract or the rejection of the bids covered by such plans and specifications.

A PRE-BID CONFERENCE for the Project will be conducted by the Architect/Engineer & Construction Manager on Monday April 9th 10:00 AM at Livingston County Center for Nursing & Rehabilitation 11 Murray Hill Drive, Mt Morris, NY 14510

*Note: All RFI’s must be received no later than April 17th at Noon. Responses will be distributed to all registered plan holders in the form of addendum.
Attention of the Bidder is particularly called to the Owner’s sales tax exemption, the requirements as to conditions of employment to be observed and the prevailing wage rates to be paid under the contract. In addition, the Bidding Documents for this project contain detailed requirements for the qualification of Bidders. These include, among other things, rigid bonding and insurance requirements, financial statements, bank references, lists of lawsuits, arbitrations or other proceedings in which the Bidder
has been named as a party, a statement of surety’s intent to issue Performance and Payment Bonds, and a description of other projects of similar size and scope completed by the Bidder.
Bids shall be prepared as set forth in “INSTRUCTIONS TO BIDDERS”, enclosed in a sealed envelope bearing on its face the name and address of the Bidder and the title of the Work to which the bid enclosed relates.
Each Bidder shall include a Bid Bond with its bid, security in an amount not less than five percent (5%) of the base bid in the form and subject to the conditions provided in the “INSTRUCTIONS TO BIDDERS.” CERTIFIED OR BANK CHECK WILL NOT BE ACCEPTED.
No Bidder may withdraw his bid within forty-five (45) days after the actual bid opening.
The County of Livingston reserves the right to waive any and all informalities in or to reject any or all bids.
The Owner further reserves its right to disqualify Bidders for any material failure to comply with the “INSTRUCTIONS TO BIDDERS” and “SUPPLEMENTARY INSTRUCTIONS TO BIDDERS.” All bids must be accompanied by a non-collusion statement in order to be considered.
